Explanation using Example

Imagine a beautiful, biodiverse area called Bluebell Woods, home to a variety of flora and fauna, including some endangered species. The State Government recognizes the ecological importance of Bluebell Woods and decides that it should be protected and developed for wildlife conservation. To achieve this, the government considers designating Bluebell Woods as a National Park.

Following Section 35(1) of The Wild Life (Protection) Act, 1972, the State Government issues a notification expressing its intention to establish Bluebell Woods as a National Park. This notification also outlines the precise boundaries of the proposed park, as stipulated by Section 35(2).

Before the National Park can be officially formed, the government follows the procedures laid out in Sections 19 to 26A of the Act to settle any existing land claims by locals, as mentioned in Section 35(3). This includes making alternative arrangements for the affected people to access fuel, fodder, and other forest produce, as described in Section 35(3B).

Once all claims are resolved and the land rights have transferred to the State, as per Section 35(4), a final notification is published, and Bluebell Woods is officially declared a National Park. Any subsequent changes to the park's boundaries would require a recommendation from the National Board, as per Section 35(5).

With the National Park established, strict rules come into effect to protect the area. Under Section 35(6), no one is allowed to extract wildlife or alter the habitat without a permit from the Chief Wild Life Warden. Similarly, Section 35(7) prohibits grazing and restricts livestock entry, ensuring the park's ecosystem remains undisturbed.
