Explanation using Example
Imagine a scenario where the State Pollution Control Board is planning to set up new water quality monitoring stations across the state to better assess and control water pollution. The State Government agrees to support this initiative and allocates funds to the Board for this project. According to Section 37(1) of The Water (Prevention and Control of Pollution) Act, 1974, the funds provided by the State Government, along with any other contributions or fees received, would be added to the Board's own fund.
With the funds in place, the Board decides to purchase advanced equipment and hire additional staff for the monitoring stations. Section 37(2) allows the Board to use the money from its fund to cover these expenses as they are part of the Board's functions under the Act. If the Board also has responsibilities under an air pollution law, it could use the fund for related activities, ensuring comprehensive environmental protection.
