Explanation using Example

Imagine a local Water Pollution Control Board is concerned about the increasing pollution in a nearby river. To address this, the Board decides to create a special committee under Section 9(1) of The Water (Prevention and Control of Pollution) Act, 1974. This committee includes some Board members, local environmental experts, and representatives from industries along the riverbank.

The committee is tasked with developing a plan to reduce industrial effluents entering the river. In line with Section 9(2), they schedule regular monthly meetings at the Board's office and adopt a set of rules to ensure their discussions are efficient and productive.

As per Section 9(3), the non-Board members of the committee receive a stipend for their time and expertise contributed during these meetings and any additional work they undertake for the Board's initiatives.
