Explanation using Example

Imagine a scenario where a new law, the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, has been passed. This law is designed to protect the rights of street vendors across India and to regulate street vending activities.

For instance, Ravi is a street vendor in Delhi who sells fruits near a busy market. The enactment of this Act means that Ravi, along with other street vendors in India, will be protected under the provisions of this law. However, since the Act does not apply to Jammu and Kashmir initially, vendors like Ravi in that region would not be covered.

Later, the Central Government issues a notification stating that the Act is now applicable in the state of Maharashtra from a specified date. This means that street vendors in Maharashtra, including someone like Sunita who sells handmade crafts in Mumbai, will be protected under the Act starting from that date.

Furthermore, the Act does not cover vending activities on railway properties, so if Ravi were to try and sell his fruits within the premises of a railway station, he would not be protected by this Act due to the exemption mentioned in subsection (4).

After some time, the government amends the law to include the Union Territories of Jammu and Kashmir and Ladakh. This amendment means that now street vendors in these regions, like Aamir who sells woolen clothes in Srinagar, will now also enjoy the protections and regulations provided by the Act.
