Summary
The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 was enacted by the Parliament of India to provide for the protection of livelihood rights and social security of street vendors and to regulate street vending activities. The Act defines a street vendor as a person engaged in vending of articles, goods, food items or providing services of any kind on the streets, pavements, or any other public places. It provides for the establishment of a Town Vending Committee (TVC) in each local authority to carry out various functions such as conducting surveys of street vendors, issuing certificates of vending, and enforcing the provisions of the Act. The Act also provides for the reservation of certain spaces or areas for street vending and specifies the conditions under which street vending can take place. The Act prohibits the confiscation of goods and imposition of arbitrary fines by the authorities and provides for a grievance redressal mechanism for street vendors.
