Explanation using Example
Imagine a small town where the local municipal authority discovers several insanitary latrines within its limits. To comply with Section 4 of The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, the municipality would undertake the following actions:
- Conduct a survey and publish a list of all insanitary latrines within two months of the Act coming into force.
- Issue notices to the owners of these latrines within fifteen days of publishing the list, instructing them to either demolish or convert their latrines into sanitary ones within six months, with a possible extension of three months for valid reasons.
- Plan and construct an adequate number of sanitary community latrines within nine months to serve areas with insanitary latrines, ensuring that these facilities are well-maintained.
Additionally, if there is a railway station in the town, the railway authorities would also be responsible for building enough sanitary community latrines to prevent open defecation, completing this task within three years as specified by the government.
