Summary

The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 was enacted to eliminate the practice of manual scavenging in India. The Act prohibits the engagement of any person for the hazardous task of manually cleaning, carrying, disposing or handling in any manner, human excreta. It also provides for the rehabilitation of manual scavengers and their families through provisions for alternative employment opportunities, skill training, financial assistance, and other support measures. The Act also mandates the survey of manual scavengers and identification of insanitary latrines. It also provides for the establishment of Vigilance Committees at the district, block and municipality level to monitor the implementation of the Act.
