Imagine a local mining company has been conducting unauthorized mining activities in a region. A nearby resident, Mr. Sharma, notices the illegal operation and decides to report it to the authorities. Despite Mr. Sharma's concerns, he cannot directly file a complaint with the court regarding the offence under the Mines and Minerals (Development and Regulation) Act, 1957. Instead, he must report the violation to the appropriate government authorities. Once informed, only an authorized person from the Central or State Government can make a written complaint to the court to initiate legal proceedings against the mining company for the offence under the Act.
