A hypothetical scenario for the application of Section 15 of The Mines Act, 1952 could be as follows:
Imagine a situation where a mining accident occurs, resulting in several injuries. The Central Government sets up a Committee under Section 12 of The Mines Act to investigate the incident. After the inquiry, the government directs that the cost of this inquiry should be partially borne by the mining company responsible for the mine where the accident occurred.
The owner of the mine receives a notice to pay the specified share of the inquiry expenses. However, the owner fails to make the payment within the six-week deadline. As a result, the Chief Inspector of Mines applies to the local magistrate to recover the amount. The magistrate orders the sale of the owner's movable property within the jurisdiction to cover the unpaid expenses, as per the provisions of Section 15.
