Explanation using Example
Imagine a small village where traditional handloom weaving is a significant activity. The Central Government, under Section 10 of The Khadi and Village Industries Commission Act, 1956, decides to promote and develop this traditional craft. To do so, it establishes a Khadi and Village Industries Board by issuing a notification in the Official Gazette. The Board includes members with experience in handloom weaving and experts in rural development.
The Board is tasked with creating a plan to provide weavers with better tools, access to quality raw materials, and marketing support. They schedule their first meeting in the village community center to discuss these initiatives. As per sub-section (2), they follow a set procedure for conducting the meeting, ensuring there is enough attendance (quorum) to make the decisions valid.
To maintain a steady progress, the Board adheres to sub-section (3) and meets again six months later to evaluate the impact of their actions and to make necessary adjustments to their strategy.
