Explanation using Example
Imagine it is October 31, 2019, the appointed day when the Jammu and Kashmir Reorganisation Act, 2019 comes into effect. Mr. A has been serving as the Governor of the existing State of Jammu and Kashmir. As per Section 5 of the Act, on this day, Mr. A automatically assumes the new role of Lieutenant Governor for both the newly formed Union territories - Jammu and Kashmir, and Ladakh. This transition will last for a duration specified by the President of India. Therefore, if a resident of Srinagar has any administrative concerns, they would now approach the office of the Lieutenant Governor instead of the Governor's office, which Mr. A heads, until the President decides otherwise.
