Explanation using Example
Imagine a situation where the Board of an Indian Institute of Information Technology (IIIT) is considering the introduction of a new undergraduate program in Artificial Intelligence due to the high demand in the industry. In this scenario, the Board would exercise its power under Section 15(2)(b) of The Indian Institutes of Information Technology Act, 2014, to establish a new department or school of studies for this program.
Further, the Board would use its powers under Section 15(2)(e) to create faculty positions for the program, determining the number of positions, their emoluments, and defining their duties. They would also establish the qualifications and appointment process for these positions as per Section 15(2)(f).
To fund the new program, the Board would utilize its power under Section 15(2)(d) to identify sources of finance and under Section 15(2)(c) to examine and approve the annual budget estimates that include the costs of the new program.
Moreover, the Board would set the tuition fees for the new program by exercising its power under Section 15(2)(g).
If an urgent situation arises that requires immediate action, such as a need to appoint a visiting professor to start the new program quickly, the Chairperson, in consultation with the Director, could use the provision under Section 15(5) to make an interim decision, which would later need to be ratified by the Board.
