Explanation using Example
Suppose there is a village named Sundarban in a forest region of India. The villagers have been using a part of the forest for farming and gathering minor forest produce for generations. The Government wants to declare this forest as a protected area under the Indian Forest Act, 1927. Under Section 6, the villagers claim their rights over the forest land and produce. Now, according to Section 7, a Forest Settlement Officer is appointed by the Government. This officer's responsibility is to record all the villagers' statements, their claims, and any other rights mentioned in sections 4 or 5 that the villagers may not have claimed. The officer must then investigate these claims and rights. This investigation would involve checking Government records and interviewing people who might know about these rights, such as the village elder or the local forest officer.
