Explanation using Example

For instance, let's say the Central Government identifies a need to implement stricter regulations on logging in protected forests to better conserve the environment. Under Section 4(1) of The Forest (Conservation) Act, 1980, the Central Government can make rules for this purpose and announce them through a notification in the Official Gazette.

Now, under Section 4(2), these new rules must be laid before each House of Parliament as soon as possible. Suppose the Parliament is in session for 20 days, then adjourns, and reconvenes after a month for another 15 days. The new rules can be presented during these sessions for a total of 35 days. If both Houses agree on any modifications to the rules or decide that the rules should not be made, the rules will only take effect in the modified form or not at all. However, any actions previously taken under these rules would remain valid.
