Explanation using Example
Imagine there is a toy manufacturing factory that operates 24 hours a day. To manage this, they have three shifts of workers: morning, afternoon, and night. According to Section 58(1) of The Factories Act, 1948, the factory is not allowed to have two sets of workers (relays) working on the assembly line at the same time. This means that when the morning shift is working on assembling toys, there cannot be another group of workers doing the same assembly work alongside them.
However, the factory is facing a large order that requires them to double their production temporarily. To comply with the law and still meet the order's deadline, they request an exemption from the state government. Under Section 58(2), the state government reviews the situation and grants a temporary exemption, allowing two relays of workers to work simultaneously on the condition that this will not be a permanent change and additional safety measures are implemented.
