Explanation using Example

Imagine a factory where workers are operating various machines. One machine has a large flywheel that rotates at high speeds, and it's part of the factory's main production line. To comply with Section 21 of The Factories Act, 1948, the factory manager has installed a sturdy metal guard around the flywheel. This guard prevents workers from accidentally coming into contact with the moving parts, thus reducing the risk of injuries.

One day, a maintenance check is required while the machinery is still running. A trained technician, following all safety protocols, temporarily removes the guard to examine the flywheel as per the exception provided in the act. After the check, the guard is immediately replaced to ensure ongoing safety.

The State Government has also introduced additional rules requiring emergency stop mechanisms on certain machines. The factory complies by installing these mechanisms to enhance worker safety beyond the basic requirements of the Act.
