Explanation using Example
Imagine a factory that has been suspected of polluting a nearby river. Environmental inspectors collect water samples and send them to a government laboratory for analysis. A Government Analyst examines the samples and finds that the pollution levels exceed the permissible limits set by environmental regulations. The Analyst prepares a report detailing the findings and signs it.
Later, the government decides to take legal action against the factory for violating environmental laws. During the court proceedings, the signed report from the Government Analyst is presented as evidence. According to Section 14 of The Environment (Protection) Act, 1986, this report can be directly used in the court to establish the fact that the factory has indeed been polluting the river, thus supporting the case against the factory.
