Imagine the government is concerned about the rising pollution levels in a river due to industrial waste. To address this, under Section 4(1) of The Environment (Protection) Act, 1986, the Central Government appoints Environmental Officers specifically for monitoring and controlling industrial pollution. These officers are empowered to inspect factories along the riverbank, enforce environmental standards, and take legal action against violators.
According to Section 4(2), these Environmental Officers must follow the directives of the Central Government. However, if the government has set up a special River Protection Authority under Section 3(3), the officers might also be directed to coordinate with this Authority to ensure a cohesive approach to protecting the river ecosystem.
