Explanation using Example
Imagine a severe cyclone hits the coastal region of a country, causing widespread destruction to property and endangering lives. In response to this calamity, the Central Government decides to utilize the National Disaster Response Fund (NDRF), which was constituted under Section 46 of the Disaster Management Act, 2005.
Firstly, the government notifies the creation of the NDRF in the Official Gazette, following the appropriation of funds by Parliament specifically for disaster management. Additionally, a philanthropic organization donates a substantial amount to the NDRF to aid in relief efforts.
With the NDRF now funded, the National Executive Committee oversees the allocation of these resources. They use the fund to provide emergency response services such as search and rescue operations, temporary shelter for displaced individuals, and medical care for the injured. Furthermore, part of the fund is allocated for post-disaster rehabilitation, which includes rebuilding homes and restoring essential services in the affected areas, in accordance with the guidelines set by the Central Government and in consultation with the National Authority.
