Explanation using Example
Imagine a scenario where the Central University of Exampleland is in need of a new Vice-Chancellor. As per Section 11(1) of The Central Universities Act, 2009, the Visitor of the University, who is often a high-ranking official like the President of the country, appoints the new Vice-Chancellor following the process laid out in the University's Statutes.
Once appointed, the new Vice-Chancellor, as per Section 11(2), takes charge as the principal executive and oversees the university's operations, implementing the decisions made by the University's governing bodies.
For instance, if there's an urgent need to upgrade the campus security system following a series of incidents, the Vice-Chancellor, under Section 11(3), can immediately authorize the installation of new security equipment before the next meeting of the University's authority, then report this action in the meeting for ratification.
If a faculty member feels that the decision to replace the security system was hasty and compromised the funds for academic resources, they can appeal the Vice-Chancellor's action to the Executive Council as per the provisions given in Section 11(3).
Furthermore, if the University's council decides to start a program that the Vice-Chancellor believes is beyond their authority or against the University's interests, as per Section 11(4), the Vice-Chancellor can request a review of the decision. If the council does not review it, the matter will be escalated to the Visitor for a final decision.
Finally, the Vice-Chancellor will also carry out additional responsibilities as defined by the University's Statutes and Ordinances, in accordance with Section 11(5).
