Imagine that prior to the appointed day when Mizoram was officially recognized as a state, there was a tribunal in the Union territory of Mizoram handling land disputes. According to Section 45 of The State of Mizoram Act, 1986, this tribunal can continue to operate and resolve land disputes even after Mizoram becomes a state, as long as doing so does not contradict any provision of the new Act. If the state legislature of Mizoram later decides to establish a new land dispute resolution mechanism, then the existing tribunal's function might be altered or replaced accordingly.
