Explanation using Example
Imagine a situation where a new type of employment has emerged, and the existing provisions of The Sexual Harassment of Women at Workplace Act do not clearly address how complaints in such workplaces should be handled. To resolve this ambiguity, the Central Government decides to issue an order specifying the procedure for dealing with sexual harassment complaints in these new work environments. This order is made within two years of the Act's commencement and is consistent with the Act's principles. Once the order is made, it is presented before both houses of Parliament for review.
