Imagine a farmer named Ram who buys a batch of wheat seeds from a local supplier. He sows the seeds, but the crop yield is very poor. Ram suspects that the seeds might not have been of the quality promised by the supplier. To address his concern, Ram can approach the authorities to have the seed sample tested. Under Section 4 of the Seeds Act, 1966, the government has established laboratories for such testing. The Central Government, through a notification, can set up a Central Seed Laboratory, and similarly, the State Government can establish a State Seed Laboratory. Ram's seed sample would be sent to the nearest State Seed Laboratory, where Seed Analysts would analyze the seeds to determine if they meet the quality standards as per the Act. If the seeds are found to be substandard, Ram may have legal recourse against the supplier based on the test results from the authorized laboratory.
