Explanation using Example

Imagine a local government plans to acquire land for a new highway. They conduct a Social Impact Assessment (SIA) to evaluate the project's effects on the community and environment. The Expert Group submits the SIA report on January 1, 2023. According to Section 14 of the Act, the government must issue a preliminary notification of land acquisition by January 1, 2024. If they fail to do so, the SIA report will lapse, and they must start a new SIA process.

However, if there are delays due to unforeseen circumstances, such as a natural disaster, the government can extend this 12-month period. They must justify the extension, record the decision in writing, notify the public, and upload the extension notice on their website.
