Explanation using Example

Imagine the government of India plans to build a new highway that will pass through multiple states. To construct this highway, the government needs to acquire land that is currently owned by farmers, residential property owners, and businesses. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, commonly referred to as the Land Acquisition Act, 2013, will govern this process.

The Act is applicable across the entire country, meaning it will be uniformly applied to all the land acquisitions made for this highway project, whether the land is in Uttar Pradesh, Maharashtra, or any other state in India.

Before the Act can be applied, it must be officially in force. This happens when the Central Government announces a specific date through an official notification. For instance, if the Act was passed by the Parliament and received the President's assent on January 1st, 2014, the Central Government is expected to enforce the Act by April 1st, 2014, at the latest, as per the provision.
