Explanation using Example

Imagine a government primary school in a small village that, as of the commencement of The Right of Children to Free and Compulsory Education Act, 2009, has a total of 60 students and only 2 teachers, resulting in a pupil-teacher ratio of 30:1. According to the Schedule of the Act, the ratio should be no more than 30:1 for primary schools. Within three years, the local education authority reviews the situation and recruits an additional teacher to comply with the Act, effectively reducing the pupil-teacher ratio to the mandated 20:1 for a better learning environment.

Furthermore, one of the existing teachers was frequently being asked to assist in the local education department office, taking away valuable teaching time from the students. With the implementation of Section 25(2), the teacher is now able to focus solely on teaching duties, and is no longer required to serve in the education department office, except for specific non-educational purposes as outlined in Section 27 of the Act.
