Imagine a situation where there has been a series of accidents on a particular railway line. To ensure the safety of passengers and to determine the cause of these incidents, the Central Government instructs the Commissioner of Railway Safety to investigate the matter. Acting under Section 7 of The Railways Act, 1989, the Commissioner:
