Explanation using Example
Imagine a scenario where three siblings, Aman, Ritu, and Suresh, inherit a piece of agricultural land in Punjab after their parents' demise. Disagreements arise regarding how the land should be divided among them. Aman wants the land to be divided equally, Ritu wants a larger share due to her financial hardships, and Suresh wishes to sell the land and divide the proceeds.
To resolve the dispute, they approach the Revenue Officer for partition. After conducting an inquiry, the Revenue Officer decides that the land should be divided equally. Ritu, unhappy with this decision, files an appeal to the Commissioner within the stipulated 15-day period. Upon learning of the appeal, the Revenue Officer stays the partition proceedings until the appeal is resolved.
Later, Aman decides he no longer wants to be part of the contentious partition process and requests to withdraw his application. The Revenue Officer allows him to withdraw, setting certain conditions to ensure fairness. Since Ritu's appeal is still pending, and Suresh wants to continue with the partition, the Revenue Officer proceeds with the partition process concerning Suresh's share of the land.
