Explanation using Example

Imagine a farmer in Punjab who has a dispute over the calculation of land revenue on his property. An Assistant Collector of the first grade issues an order regarding the amount the farmer must pay. The farmer believes the calculation is incorrect and decides to appeal the decision.

In accordance with Section 13 of The Punjab Land-Revenue Act, 1887, the farmer can file an appeal against the Assistant Collector's order to the Collector. If the Collector upholds the original order, the farmer cannot appeal further, as per the provided clauses. However, if the Collector modifies or reverses the decision, the farmer or the government could then appeal to the Commissioner. If the Commissioner makes a decision on this second appeal, that decision would be final and no further appeal can be made.
