Explanation using Example
Imagine a company, "FastFuel Pipelines Ltd.," which plans to construct a new pipeline to transport natural gas across several states. Before they begin construction, they must apply to the Petroleum and Natural Gas Regulatory Board (PNGRB) for authorization as per Section 17 of the PNGRB Act, 2006.
FastFuel Pipelines Ltd. fills out the required application form, pays the specified fee, and submits the application in the manner prescribed by the PNGRB. The Board reviews the application and assesses it against the norms and policy guidelines set by the Central Government.
If the Board finds that the application meets all the necessary criteria, it may grant authorization to FastFuel Pipelines Ltd. to proceed with the construction and operation of the pipeline. However, if the Board identifies issues with the application, it may either reject it or accept it conditionally, imposing certain amendments or conditions that FastFuel must meet. In either case, the Board is obligated to provide written reasons for its decision to ensure transparency and accountability.
