Explanation using Example

Imagine the Central Government decides that to improve the energy infrastructure, it needs to lay a new petroleum pipeline connecting an inland refinery to a coastal port. The pipeline will cross through multiple private properties. Before laying the pipeline, the government issues a notification in the Official Gazette stating its intention to acquire the right of user over the lands under which the pipeline will pass, as per Section 3(1) of The Petroleum and Minerals Pipelines Act, 1962.

The notification includes a brief description of the affected lands, fulfilling the requirement of Section 3(2). This description helps landowners identify if their property is impacted.

Following that, the competent authority ensures that details from the notification are published in local newspapers and online platforms, as well as at public places like community centers near the affected areas, to inform the public and landowners, as required by Section 3(3).
