Explanation using Example
Imagine that the National Commission for Minority Educational Institutes (NCMEI) passes a resolution to grant minority status to a new educational institution. After the resolution is passed, it is discovered that one of the members of the Commission had resigned just before the meeting and the vacancy was not filled yet. According to Section 8 of The National Commission for Minority Educational Institutes Act, 2004, the resolution would still be valid despite the vacancy in the Commission. This assures that the work of the Commission is not hindered by procedural issues like unfilled positions.
