Explanation using Example

Imagine John is riding his two-wheeled motorcycle through the city. He has a proper seat securely fixed behind him for a pillion rider. His friend, Mike, asks for a lift. John agrees and Mike sits on the designated pillion seat, wearing a helmet as a safety measure. They are now in compliance with Section 128(1) of The Motor Vehicles Act, 1988, as John is not carrying more than one person and Mike is seated properly with safety gear.

Later, the Central Government introduces a new rule requiring all motorcycles to be equipped with a rearview mirror for the pillion rider. John installs this new feature on his motorcycle, thus adhering to the additional safety measures prescribed under Section 128(2) of the Act.
