Imagine a state government has identified a particular route in a city as a 'notified route' for exclusive operation by state-owned buses. They publish this plan, as required by the Motor Vehicles Act. Now, according to Section 104, the local transportation authority cannot issue any bus permits for that route to private operators because it must follow the scheme's provisions.

However, if the state-owned bus service hasn't applied for a permit on this route yet, the authority can issue temporary permits to private bus operators. These temporary permits will only be valid until the state bus service gets their permit. So, if a private bus company receives a temporary permit, they can operate on that route for now, but they'll have to stop once the state buses are ready to take over.
