Explanation using Example
Imagine a state government has previously approved a transport scheme that designates certain routes in a city to be exclusively operated by the state transport undertaking. After a few years, there's a significant increase in the city's population and traffic conditions have changed. The government believes it's in the public interest to modify this scheme to allow private buses on some of these routes to improve public transport availability.
In accordance with Section 102 of The Motor Vehicles Act, 1988, the state government begins the process by informing the state transport undertaking and other stakeholders, such as private bus operators, about the proposed changes and gives them an opportunity to be heard. After considering their input, the government finalizes the modifications and publishes them in the Official Gazette and a regional language newspaper, specifying a date at least thirty days away for any further representations before implementing the changes.
