Explanation using Example
Imagine there's a large annual trade fair happening in a small town, which attracts thousands of visitors from surrounding areas. The local bus services are insufficient to handle the increased passenger load during the fair period. To accommodate this surge in demand, a Regional Transport Authority (RTA) decides to grant temporary permits to private bus operators. These permits allow them to operate additional buses specifically for ferrying passengers to and from the fair.
The RTA issues these permits for a period of one month, which covers the duration of the fair and a few days before and after for setup and wind-down. This action by the RTA is an application of Section 87(1)(a) of The Motor Vehicles Act, 1988, which allows the use of transport vehicles on special occasions such as fairs without following the usual lengthy procedure.
