Explanation using Example
Imagine a diplomat from a foreign country is posted to India and brings a personal car for use during their stay. Under Section 42(1) of The Motor Vehicles Act, 1988, when the diplomat applies to register their vehicle, the Indian registering authority will follow a distinct procedure established by the Central Government specifically for diplomatic vehicles. The car will receive a special diplomatic registration mark and a certificate of registration indicating it's registered under this section.
Now, suppose the diplomat decides to sell the car to a local Indian citizen. As per Section 42(2), once the vehicle is sold and is no longer the property of a diplomat, the special registration is no longer valid. The new owner must then register the vehicle as per the standard process outlined in sections 39 and 40 of the Act.
