Imagine a 17-year-old high school student, Arjun, decides to work part-time as a bus conductor for a local transport company. He applies for a conductor's licence. However, under Section 31(1) of The Motor Vehicles Act, 1988, Arjun's application is denied because he is not yet 18 years old, which is the minimum age required to hold a conductor's licence.

In a different scenario, Priya, who has completed her schooling and is 20 years old, applies for the same position. Her application could be refused under Section 31(2)(a) if she does not meet the minimum educational qualifications set by the authority, or under Section 31(2)(b) if her medical certificate indicates she has a condition that makes her physically unfit for the role of a conductor. Furthermore, if Priya had a previous conductor's licence that was revoked for any reason, her application could be denied under Section 31(2)(c).
