Explanation using Example
Imagine that two neighbors, Mr. Sharma and Mr. Gupta, have a dispute over a shared driveway. They decide to resolve their disagreement through the Permanent Lok Adalat to avoid a lengthy court process. The Permanent Lok Adalat hears their case and makes a decision that the driveway should be used by both parties on alternate days.
This award is final and binding, meaning Mr. Sharma and Mr. Gupta must follow this schedule and cannot dispute the decision in court (as per Section 22E(1) and (4)). The award is considered equivalent to a civil court decree (as per Section 22E(2)), and if one party fails to comply, the other can have it enforced by a civil court (as per Section 22E(5)). The decision made by the Permanent Lok Adalat is reached by a majority of its members (as per Section 22E(3)).
