Explanation using Example
Let's consider a hypothetical situation where the Central Government of India decides to introduce new regulations for the use of blockchain technology in finance. As per Section 88 of The Information Technology Act, 2000, the government would first constitute a Cyber Regulations Advisory Committee. This committee would consist of a Chairperson and other members, both official and non-official, who have knowledge or represent interests in the subject matter, in this case, blockchain technology.
These members could include representatives from financial institutions, technology companies, academia, and even consumer groups. Their role would be to advise the Central Government on the proposed rules related to blockchain technology. Furthermore, they would also advise the Controller in framing the regulations under this Act.
For their services, the non-official members of the committee would be paid travelling and other allowances as determined by the Central Government.
