Imagine a scenario where a factory owner is legally required to report any accidents that occur on the premises to the local health and safety government officer. One day, an accident happens resulting in minor injuries to a worker. However, the factory owner, knowing that a report might lead to an inspection and potential fines, decides not to report the accident. This is a deliberate omission of information that he is legally bound to provide.
