Imagine a situation where the Indian Nursing Council (INC) has just been established. According to Section 8 of The Indian Nursing Council Act, 1947:
The Central Government appoints Mr. Sharma as the Secretary of the INC. He is also given the responsibility of acting as the Treasurer. Mr. Sharma's appointment is for a term of three years, but he serves at the pleasure of the Central Government, meaning they can replace him if necessary.
During one of the Council's meetings, the members elect Mrs. Gupta as the Vice-President. They also form an Executive Committee from among themselves to oversee the Council's daily operations and create additional committees to focus on specific tasks like updating nursing education standards.
Later on, as the Council becomes more established, they decide to appoint a new Secretary who will also serve as Treasurer, replacing Mr. Sharma. Additionally, they hire other staff, such as an administrative assistant and a finance officer, to help manage the Council's activities.
To ensure accountability, the Council requires Mr. Verma, the new finance officer, to provide a security deposit to safeguard against any potential mishandling of funds.
Finally, with the Central Government's approval, the INC sets the fees for attending Council meetings and the salaries for its staff, including the pay for the President, Vice-President, and the newly appointed Secretary and Treasurer.
