Imagine a homeowner, Mrs. Sharma, who recently purchased a house in a newly developed area on the outskirts of a city. She wants to get an electricity connection for her new home. Mrs. Sharma submits a complete application form to the local distribution licensee, including all necessary charges and compliances as mentioned in the application criteria.
According to Section 43(1) of the Electricity Act, 2003, the distribution licensee is required to provide Mrs. Sharma with an electricity supply within one month of receiving her application. However, as Mrs. Sharma's house is in a developing area that needs an extension of the distribution mains, the licensee informs her that it will take an additional two months as specified by the Appropriate Commission for the infrastructure to be set up.
After three months, if Mrs. Sharma still does not have an electricity connection, under Section 43(3), the distribution licensee would be liable to pay a penalty of one thousand rupees for each day of delay beyond the specified period. Mrs. Sharma can expect to receive this penalty as compensation for the inconvenience caused by the delay in supplying electricity to her premises.
