Imagine a situation where 'Green Energy Corp', a power generation company, has produced more electricity than its current customers need. 'Green Energy Corp' wants to sell this surplus power to a neighboring region where there is a high demand for electricity. However, between 'Green Energy Corp' and the neighboring region, there is 'TransLine Ltd.', another company that owns the transmission lines needed to transport electricity.
'Green Energy Corp' applies to the Appropriate Commission (which could be the Central or State Electricity Regulatory Commission, depending on the jurisdiction and the scale of operation) for permission to use 'TransLine Ltd.'s transmission lines. The Commission may order 'TransLine Ltd.' to allow the use of its transmission lines by 'Green Energy Corp', provided there is surplus capacity available in 'TransLine Ltd.'s network.
If 'TransLine Ltd.' disagrees with the 'Green Energy Corp's assessment of the surplus capacity, this dispute will be resolved by the Appropriate Commission, which will determine the extent of the surplus capacity that 'TransLine Ltd.' must provide for use.
