Explanation using Example
Imagine a situation where Mr. A, a member of the Institute of Cost Accountants, participated in the elections held under clause (a) of sub-section (2) of section 9 for a position on the institute's council. When the election results are declared, Mr. A believes there were irregularities in the voting process that affected the outcome. He feels that his right to a fair election has been compromised.
Under Section 10A of The Cost Accountants Act, 1959, Mr. A has the right to address his concerns. He must file a complaint within thirty days of the election results being announced. To do this, he writes an application detailing the dispute and submits it to the Secretary of the Institute. The Secretary is then responsible for forwarding Mr. A's application to the Central Government for review and resolution of the dispute.
