Imagine a situation where a person is required to pay a fine for contempt of the lawful authority of public servants. Normally, this matter would be handled by a Civil Court. However, due to a high volume of cases or for the sake of convenience, the State Government has issued a directive that certain Registrars or Sub-Registrars under the Registration Act, 1908 will also have the authority to act as a Civil Court for such matters. So, if someone in this jurisdiction is found in contempt during the registration of a document, the Registrar could impose the fine directly, without the need to transfer the case to a traditional Civil Court.
