Explanation using Example

Imagine a scenario where the State Pollution Control Board of XYZ State is planning to launch a new campaign to monitor and reduce air pollution from industrial sources. To fund this initiative, they utilize the money from their own fund as described in Section 33(1) of The Air (Prevention and Control of Pollution) Act, 1981. This fund consists of financial contributions from the Central Government, the State Government, and other sources such as grants and donations.

As per Section 33(2), the Board decides to allocate a portion of these funds to purchase new air quality monitoring equipment and to conduct workshops for industry personnel on reducing emissions. This expenditure is considered appropriate use of the Board's funds for the performance of its functions under the Act.

However, the XYZ State Pollution Control Board is also responsible for water pollution control and has a separate fund for that purpose under the Water (Prevention and Control of Pollution) Act, 1974. According to Section 33(3), the Board is allowed to use the funds from the water pollution control act for air pollution-related activities as well, ensuring efficient use of resources across environmental initiatives.
