Explanation using Example

Imagine a government employee, Mr. Sharma, who has a grievance against his employer—the government—due to an unfair promotion denial. On January 1, 2020, a final order denying his promotion was issued. Mr. Sharma has until December 31, 2020, to file an application with the Administrative Tribunal challenging this order, as per Section 21(1)(a) of the Administrative Tribunals Act, 1985. If he fails to do so within this one-year window, the Tribunal will not admit his application unless he can demonstrate a sufficient cause for the delay under Section 21(3).
