Imagine the government of India has budgeted a certain amount for disaster management for the financial year. Unfortunately, a severe cyclone hits part of the country, causing extensive damage, and the allocated budget is not sufficient to manage the aftermath. In such a case, under Article 115 of the Constitution of India:

1. The President will need to present a supplementary statement before both houses of Parliament, detailing the additional expenditure required for disaster relief efforts that were not anticipated in the annual financial statement.
2. If any money has already been spent on the relief efforts beyond the approved budget, the President must present to the Lok Sabha a demand for approval of the excess amount spent.
3. The process for the approval of this additional or excess expenditure will follow the same legislative procedures as the original budget, ensuring proper checks and balances.
