Imagine a situation where the Lok Sabha and the Rajya Sabha, the two houses of the Indian Parliament, decide to modernize their administrative functions. According to Article 98 of the Constitution of India:

• The Lok Sabha hires a new team of legislative researchers, and the Rajya Sabha recruits digital archivists to manage their records. This is in line with Clause 1, which allows each house to have its own secretarial staff.
